The expansion of informal settlements, particularly in peri-urban wards, has increased demand for planned housing, water, sanitation and other basic infrastructure.<\/p>\n<p style=\"text-align: justify;\">Weak enforcement of physical planning regulations, limited serviced land and inadequate urban infrastructure have contributed to unplanned developments and encroachment on wetlands and road reserves. Rapid urban expansion is also straining social services such as schools and health facilities, while increasing pressure on drainage systems and environmental resources. Limited municipal financing and institutional capacity continue to constrain implementation of planned urban development initiatives.
