The 2024 Census estimated approximately 9,600 persons with disabilities and over 28,000 orphans and vulnerable children within Kamuli MC. The illiteracy rate is around 13.5%, with higher rates among adult females, especially in densely populated and underserved areas such as Kamuli Namwendwa ward in Southern Division and Namisambya II Ward in Northern Division.

The Social Assistance Grant for Empowerment (SAGE) program reaches about 1,200 elderly persons across the municipality. Similarly, UWEP and YLP have supported over 150 women’s groups and 90 youth groups, respectively. However, the programs face challenges like delayed fund disbursement, low recovery rates, and limited entrepreneurship skills among beneficiaries.

Gender-Based Violence (GBV) remains a concern, particularly in trading hubs like Kamuli Central Market (North Division) and Busota Trading centre (South Division), affecting mainly young women engaged in informal trade.
