Kamuli Municipality’s strategic location along the Kampala–Jinja Highway and growing urban population provide opportunities for digital transformation. Rising mobile phone and internet penetration, mainly through MTN Uganda and Airtel Uganda, is enabling e-commerce, digital agriculture, mobile banking, and online learning. These trends align with the national digital agenda under the Ministry of ICT and National Guidance, National ICT Authority – Uganda, and the Digital Uganda Vision, offering opportunities to modernize municipal service delivery and stimulate local innovation.
However, several challenges limit full exploitation of this potential. Digital literacy remains low, especially in peri-urban and rural areas. High internet and device costs restrict access, while most public schools lack computer labs. ICT integration in education, agriculture, and health services is still minimal. No innovation hubs or digital skilling centres exist to support youth and entrepreneurs, and unreliable power supply further hinders ICT uptake.
To unlock this potential, Kamuli MC needs to invest in basic ICT infrastructure, promote digital skilling, support the establishment of community innovation hubs, and integrate ICT into key service sectors. Expanding affordable internet and improving power reliability will enhance access and support inclusive digital growth.
