Programmes and Projects
The Kamuli Municipal Development Plan IV (KMDP IV) is structured around the 14 National Development Plan IV (NDP IV) programme framework, ensuring alignment with national priorities while responding to the Municipality’s unique urban development needs. Key programmes include Integrated Transport Infrastructure and Services, Sustainable Urbanisation and Housing, Private Sector Development, Agro-Industrialisation, Human Capital Development, Natural Resources, Environment, Climate Change and Land Management, Public Sector Transformation, Digital Transformation, Regional development, and Governance and Security.
Under the Integrated Transport Infrastructure and Services Programme, the Municipality will implement major urban mobility investments, including the upgrading of 17.4 km of strategic municipal roads such as Mugadya, Tibiita, Kabanda and Bishop Wilgus roads, as well as development of urban drainage systems in flood-prone areas of the Central Business District. These infrastructure investments are supported under the Uganda Cities and Municipal Infrastructure Development Programme (UCIMID).
The Sustainable Urbanisation and Housing Programme will prioritise the development of eco-parks and green public spaces, including the Children’s Park and Mayor’s Garden, alongside enforcement of physical planning standards and preparation of detailed urban physical development plans.
Under the Private Sector Development and Agro-Industrialisation Programmes, the Municipality will strengthen urban economic infrastructure through construction of a modern taxi park, establishment of a municipal slaughterhouse to support livestock value chains, and development of modern markets and local enterprise infrastructure. Selected economic infrastructure investments are being implemented with support from UCIMID.
The Natural Resources, Environment and Climate Change Programme will focus on strengthening municipal waste management through establishment of a composting and recycling facility, expansion of waste collection systems, and construction of sanitation infrastructure including sewerage systems in the Central Market. The integrated solid waste management system is also a key UCIMID-supported intervention aimed at improving urban environmental sustainability.
Under the Human Capital Development Programme, the Municipality will invest in education and health infrastructure, including construction and rehabilitation of classrooms and staff houses across municipal schools, development of WASH facilities, and upgrading of health services through establishment of Buwanume Health Centre III, upgrading of Kamuli Youth Centre Health Centre II to III, and construction of maternity and outpatient facilities. The Plan also provides for strengthening emergency medical services through provision of ambulances and medical equipment.
The Public Sector Transformation and Digital Transformation Programmes will enhance institutional efficiency through completion of the Municipal Administration Complex, rollout of ICT infrastructure such as IFMS expansion, CCTV systems and digital equipment, and strengthening institutional capacity through staff training and systems modernisation.
