Private sector growth in Kamuli Municipal Council is constrained by infrastructure gaps, limited access to affordable finance and weak enterprise support systems. Inadequate urban roads, drainage, market infrastructure and unreliable utilities continue to increase the cost of doing business, particularly for small and medium enterprises operating in the Central Business District and peri-urban trading zones.

Access to affordable credit remains limited, especially for youth and women entrepreneurs, while weak cooperative structures and informality continue to constrain business formalisation and scale. The Municipality also faces skills gaps in areas such as agro-processing, digital services and light manufacturing, limiting productivity and enterprise competitiveness.
